Contingency Plan - Hazardous Materials

Summary

This document provides emergency information that would be needed in the event of a chemical emergency, including fire, explosion and spill, at Clayton State University (CSU). This Contingency Plan is being provided to organizations in the Clayton County area that could be involved in rendering services during a chemical emergency situation on campus.

This Contingency Plan is designed to minimize hazards to human health and the environment from fires, explosions, or any unplanned sudden or non-sudden release of hazardous materials to the air, soil, or surface water.

Introduction

Clayton State University (CSU) currently operates as a Conditionally Exempt Small Quantity Generator (CESQG). The Environmental Protection Division (EPD) of the Georgia Department of Natural Resources has issued CSU the Environmental Protection Agency (EPA) Identification Number GAR000060079. This number applies to the entire University and is referred to as the “Facility” by the EPA/EPD.

The Department of Public Safety at Clayton State operates and provides safety and security services twenty-four hours a day, seven days a week. They are the first responders to all accidents and emergencies on campus. Public Safety has the authority to call upon and employ the resources needed to carry out the contingency plan and all emergency procedures. Hazardous Waste

There are three major sources of both hazardous and universal waste generation on campus:

  1. Facilities Management, located in the Maintenance and Warehouse building.
  2. Biology and Chemistry labs, located in Magnolia Hall, Lakeside Discovery Science Center and the LAB annex.
  3. Art Studio, located in the Arts and Sciences Building, Studio #101.

The campus generates varying amounts of waste that fall into the following Department of Transportation (DOT) hazard classes.

Facilities Management Maintenance Building

  • Maintenance stores spent bulbs in mechanical rooms. Full, sealed and labeled containers are sent to the designated universal waste area in the warehouse for pickup.

Inspections

The departments are responsible for weekly inspections of each accumulation area. Inspections are conducted for spills, leaks, odors, and compliance with container management standards. Records are kept with the inspecting departments. Spill response materials and equipment are located at each accumulation area.
