Financial Aid Resources and Consumer Information

The following represents information on the institution, financial assistance, campus security, student rights and responsibilities, and the Family Educational Rights and Privacy Act at Clayton State University 

In accordance with federal regulations set forth by The Higher Education Act of 1965, as amended, below is a summary of consumer information that must be made available to all students at the CSU. Each topic listed gives a brief description of the information that must be disclosed and explains how it can be obtained.

As a financial aid recipient, you have certain rights and responsibilities. Knowing what they are will help you better understand the financial aid process and avoid many of the common mistakes made by students. For more information visit Student Rights and Responsibilities.

The Higher Education Opportunity Act (HEOA) must be executed by all institutions participating in Title IV financial aid programs including student loan programs and requires a code of conduct with which the institution’s officers, employees, and agents shall comply. Such code must prohibit a conflict of interest with the responsibilities of an officer, employee, or agent of an institution with respect to such loans, and include the provisions set forth in the HEOA related to conflicts. If you have an accepted financial aid package that covers your balance due and no outstanding requirements prior to the payment deadline each semester, your enrollment will be protected from the non-payment drop. The U.S. Department of Education (ED) regulations require that a student must be enrolled in a degree-seeking program to receive federal financial aid (Grants, Loans, FSEOG, Work Study). Funds will only be disbursed for the courses needed to fulfill the program of study requirements. For more information visit Course Program of Study.

The term Cost of Attendance (COA) refers to an estimate of total expenses that students may incur while attending Clayton State University for the academic year, which will include direct institutional costs as well as indirect costs.  For more information visit Clayton State University's Cost of Attendance.

In accordance with federal regulations, Clayton State University establishes a freeze date each semester to determine a student’s enrollment status for disbursing federal grants including the Federal Pell Grant and FSEOG. Funds will only pay for courses that are required for your major and are added before the freeze date. Hours will be frozen at the end of the no-show period. Students must be registered for all parts of term before the freeze date to receive federal grants for those classes. A new federal regulation limits the number of times a student may repeat a course and receive financial aid for that course. For more information regarding Repeated Courses visit Repeated Courses.

 

Federal and state regulations require institutions to develop academic progress standards and review student records to ensure they are complying with these standards and making progress toward their academic goals. For more information visit Satisfactory Academic Progress.

Every course listed on a student’s official semester schedule as of the end of the schedule change period will be listed on the student’s permanent record with some grade designation or symbol, even though the student may not complete the semester’s work. General Information

Regulations of the Board of Regents of the University System of Georgia provide for tuition and mandatory fee refunds when formal withdrawal from the institution is approved within a designated period following registration. For more information visit The Bursar's Office.

Students that receive federal student aid may be subject to a Return of Title IV (R2T4) calculation if the student is determined to be an official or unofficial withdrawal for the semester.  The calculation is used to determine the percentage of aid that a student has earned based on the amount of time the student has attended a course(s). 

All registrations are final and students are obligated to pay tuition and fees as of the end of the late registration period. A grade symbol will be placed on the transcript for all courses in which the student is registered as of the end of the late registration period. Students who wish to receive a grade of W (withdrawal) or, in certain circumstances, WF (withdrew failing) must act in accordance with the policies and procedures, for more information visit The Registrar Office website.

Applying for financial aid can be a very confusing process for students, especially when every institution has a slightly different method of communication. To make things a little easier, we would like to highlight the key methods the Office of Financial Aid at Clayton State University will use to communicate information to our students. In accordance with the federal Family Educational Rights and Privacy Act (FERPA), Clayton State University is prohibited from providing certain information from a student’s file to a third party. To allow a third party access to information on your records, you must submit a Permission to Release Education Record Information (FERPA) form. Identity theft is the act of illegally using another individual’s personally identifying information to commit a fraud or other crimes. Identity theft is a very serious problem and may cause you to lose out on job opportunities or be rejected for borrowing loans. International students are not eligible for federal or state funded financial aid administered by the Office of Financial Aid and therefore should not submit a Free Application for Federal Student Aid (FAFSA). An international student is a non-resident alien on a non-immigrant visa which permits full time study in the United States. For more information visit our International Information.

An overaward occurs when the financial aid a student receives exceeds the unmet financial need and/or cost of attendance.  While the Financial Aid Office is not able to over award a student when packaging the initial award, circumstances may change after the financial aid is awarded that results in an overaward.  For more information visit Over Awards.
